New Erasmus Mundus Masters Course on Flood Risk Management with UNESCO-IHE Delft

On 13 July 2010, the Erasmus Mundus Grant Committe has selected UNESCO-IHE's proposal on a new Masters Course on Flood Risk Management for funding under the 2010 Erasmus Mundus Action 1 Call for proposal. The new Masters Course will be offered in collaboration with the Technical University of Dresden (Germany), Technical University of Catalonia (Spain) and University of Ljubljana (Slovenia).

Integrated flood risk management aims to reduce the human and socio-economic losses caused by flooding while at the same time taking into account the social, economic, and ecological benefits from floods and the use of flood plains or coastal zones. The need for the adoption of a holistic integrated approach to managing flood risks has been reflected in the Flood Directive of the European Parliament. Existing Masters programmes on floods offered at EU cover many technical aspects but lack integration. The programme follows the holistic approach and is explicitly designed to cover a wide range of topics - from drivers and natural processes to models, decisions and socio-economic consequences and institutional environment, and is therefore an important advance in water education for Europe.
The Erasmus Mundus Masters Course on Flood risk management is offered by the consortium consisting of UNESCO-IHE Institute for Water Education (the Netherlands), the Technical University of Dresden (Germany), the Technical University of Catalonia (Spain) and the University of Ljubljana (Slovenia). The associated members include European hydraulics laboratories, namely, DHI (Denmark), Deltares and HR Wallingford (UK), and from key national organisations responsible for flood management, including Rijkswaterstaat (the Netherlands). ICHARM (Japan), and three organisations from Bangladesh are associated members as well. All these partners bring their specific complementary expertise in flood risk management to the EMMC, which graduates educated flood risk professionals with a broad vision of the processes occurring in river basins and in coastal zones at different spatial and temporal scales, and who can master the links between systems, processes and natural and socio-economic constraints for all the aspects of the water cycle.
During the 2-year programme students start at the Technical University of Dresden, where they complete their first semester with 30 ECTS with courses on hydro-meteorological processes, global change and its impact, flood risk management and GIS. Then the students move to UNESCO-IHE for their 2nd semester with 30 ECTS where they receive courses on modelling for planning, forecasting, control and decision support, hazard mapping, ICT, and fluvial flooding and urban flood disasters. Subsequently, the students move to the Technical University of Catalonia to follow part of their 3rd semester with 20 ECTS with courses on hazards due to flash floods, debris flow, coastal flooding, and climate change. The last part of the 3rd semester is hosted by the University of Ljubljana where students follow courses on spatial planning, and socio-economic and institutional framework of flood risk management to earn 10 ECTS. Each semester provides a number of electives, and there are international fieldtrips. Finally, the students carry out their thesis work (30 ECTS) at one of HIEs or with an industrial partner. Successful candidates receive MSc degrees from the Technical University of Dresden, UNESCO-IHE and the Technical University of Catalonia, Barcelona.

Erasmus Mundus Law and Economics Scholarships

The European Master in Law and Economics (EMLE) is offered by a consortium of seven universities: Erasmus University Rotterdam (co-ordinating institution), University of Hamburg, University of Bologna, University of Gent, University of Aix-Marseille, Victoria University of Manchester and University of Vienna.

The EMLE has been recognized by the European Commission as an Erasmus Mundus Master Programme of "outstanding academic quality". The Erasmus Mundus label allows the EMLE programme to annually grant a substantial number of scholarships (including several full scholarships to non-European students).

This programme offers the unique opportunity for interdisciplinary studies of law and economics at two or even three European and Non-European universities. Each partner university awards a Master degree (LL.M. / M.A. / M.Sc.). The programme provides students with an advanced understanding of the economic effects of divergent laws and prepares students for a professional career, for example, in public organisations, in multinational law firms or consultancy firms. Graduates are also well prepared for doctorate research in a PhD programme such as the European Doctorate in Law and Economics.

The Erasmus Mundus Scholarships for non-Europeans aim at strengthening European co-operation and international links in higher education by enabling students and visiting scholars from around the world to engage in postgraduate study at European universities.

In the EMLE programme, this means that each year a number of non-European students will receive a grant of 24,000 € per selected student.

1. The EMLE programme has been selected by the European Commission as an Erasmus Mundus Joint Masters Course under the Erasmus Mundus II Framework for the period 2010/2011-2013/2014! This implies that the EMLE programme will be able to offer Erasmus Mundus students scholarships for those academic years.

2. The EMLE consortium will change per the academic year 2010/2011: The University of Manchester will no longer participate in the EMLE programme; the Warsaw School of Economics (Warsaw, Poland) and the Indira Gandhi Institute of Development Research (Mumbai, India) will join the Consortium and the University of Bologna will no longer participate in the third term. The EMLE website will be updated to the new situation in due time.

3. The European Commission has asked us to inform you that applicants can apply for a maximum of three Erasmus Mundus courses in the academic year 2011/2012. Applicants who apply to more than three programmes will be excluded from a scholarship!

4. Furthermore, students who have already received an Erasmus Mundus scholarship in previous years cannot apply for a subsequent Erasmus Mundus scholarship.

5. The distinction between 'European Students' and 'Third Country Students' is made in accordance with the criteria of the European Union. Third Country Students are: "Nationals coming from all countries other than the 27 EU Member States and the EEA-EFTA states (Island, Liechtenstein and Norway) who are not residents of any of the above countries, and who have not carried out their main activities (studies, work, etc.) for more than a total of 12 months over the last five years in any of the above countries."

6. The fifteen highest ranked admitted non-European applicants who are not nominated for an Erasmus Mundus scholarship will receive a partial waiver of the tuition fee of 4,000 euro.

Application Procedure

Students from third countries who wish to apply for the EMLE programme have to follow the procedure that is described below. If you also want to apply for an Erasmus Mundus scholarship, you can indicate this in the Online Application Form, there are no separate documents to fill out.

Please fill out and submit the Online Application Form.

PhD Studentship - Optical Measurement of Precision Surfaces (based at Loughborough University)

Loughborough University - Wolfson School of Mechanical and Manufacturing Engineering

A postgraduate studentship is available to investigate new methods to increase the capability of optical interferometry and to introduce new levels of traceability in the measurement of precision engineering surfaces.

With the lateral resolution of a few micrometres and an axial resolution of a few nanometres interferometery is becoming an increasingly popular means to characterise engineering surfaces. As a non-contacting technique, commercial interferometers make an indirect estimate of surface form deduced from measurements of the light scattered from the surface. Due to the complex interaction between light and rough surfaces anomalous behaviour can occur and, for this reason, traditional contacting methods making more direct measurements using stylus-based instrumentation remain the basis of international (ISO) surface standards. The purpose of this project is to develop optimisation strategies based on new, more sophisticated surface scattering models to increase measurement capability and to estimate uncertainty in optical interferometers.

The project is sponsored by the National Physical Laboratory (NPL) and Taylor Hobson Ltd. It is expected that the student will spend some time at one or both of the industrial partners' premises.

A first degree (First class or High 2:1 honours) in the physical sciences or mathematics is required and an interest in optics would be an advantage. Strong analysis skills and proficiency in numerical computing are essential and experience of optimisation techniques would be an advantage.

The preferred starting dates are 1 October 2010 or 1 December 2010 and the studentship will have a stipend of £8,000-£11,500 per annum, tax free, plus tuition fees. This studentship is open to UK/EU and international students.
